UNAUTHORISED USE OF THE PAVILION AT ROWNER GREEN.
IT HAS COME TO MY ATTENTION THAT THE PAVILION AT ROWNER GREEN HAS BECOME A POPULAR VENUE FOR "AFTER HOURS" SOCIALISING FOLLOWING MATCHES.
THIS PRACTICE WILL STOP IMMEDIATELY, OR DISCIPLINARY ACTION AGAINST ANY INDIVIDUALS INVOLVED WILL BE TAKEN.
THE TERMS OF OUR LEASE DO NOT COVER THIS ACTIVITY AND USE OF THE PAVILION FOR ANY ACTIVITY NOT CRICKET RELATED REMAINS AT THE DISCRETION OF THE COMMITTEE OF ROWNER CRICKET CLUB.
I HAVE AGREED WITH THE CHAIRMAN OF ROWNER CC THAT SANCTION IN THE EVENT OF THESE RULES BEING BREACHED WILL BE SWIFT AND COMPREHENSIVE, AND RATIFIED BY AN INTERNAL DISCIPLINARY HEARING.
FOLLOWING CONCLUSION OF THE DAY`S PLAY, COMPLETION OF THE POST MATCH CLEARING/CLEANING ROUTINE AND CLOSURE AND SECURING OF THE PAVILION ITSELF BY THE RESPONSIBLE KEYHOLDER ON THE DAY WITHIN A REASONABLE TIMESCALE (IE NORMALLY BY 9.00PM) NO FURTHER ACCESS TO THE PAVILION IS PERMITTED.
Message to all Club members
At the 2010 AGM our Chairman Andy Stancliffe expressed a strong desire to relaunch an Under 11 Colts section at Rowner Cricket Club as soon as possible.
There is a grave danger that the monopoly on young cricketers that our illustrious neighbours currently enjoy could seriously inhibit our ability to compete in years to come in the Hampshire League, and that the next generation of young cricketers pass Rowner Green by on the way to Privett Park, The Hollow, Locks Heath Sports Club or Bath Lane. Look at the Hampshire League pyramid - Four Gosport Borough sides, four Fareham and Crofton sides. Five Sarisbury teams and three Locks Heath teams. Contrast that with the demise of Sexton Gould as a league team and the problems Farehaven are reported to have, and the rationale behind this action is only too clear. This will, regrettably, not happen automatically however.
In practice we will require qualified coaches, ideally to UKCC2 level, CRB checked and trained as a mandatory requirement of the ECB in the fields of Child Protection, First Aid, and youth development. Courses to achieve these accreditaions are offered by the Hampshire Cricket League and funding is available to cover the cost of these courses. What is currently in less plentiful supply are motivated individuals, individuals who wish to safeguard the future of this club by stepping forward and volunteering to provide the manpower to help undertake this venture, either in a coaching capacity or as volunteer helper.
The Hampshire Cricket League also requires any volunteer acting in a supervisory capacity where under 18 level players are involved to be CRB cleared prior to their assuming that position. Now, when as a club we are effectively in hibernation preparing for the 2011 season, is an ideal time to complete this relatively straightforward formality ( which is free for volunteers) to ensure that when the new season begins, when either coaching, helping with Colts training, captaining either league or friendly teams where under 18`s are involved or supervising nets, we have the necessary evidence to prove to the Hampshire League and the ECB that Rowner Green is a safe place for young people to come to play cricket without fear of bullying or abuse.
It should be reiterated that ALL CAPTAINS MUST HAVE CRB CLEARANCE FOR THE 2011 SEASON.

Hampshire Cricket League AGM
The Hampshire Cricket League Annual General Meeting took place at 7.30pm on Thursday 17th February at the Shane Warne suite at the Rose Bowl and a number of interesting matters arose, summarised as follows :-
The issue of reporting results late/without sufficient clarity/incorrectly via email was raised - Clubs must ensure that they are reporting results in a clear and timely manner - a huge upsurge in problems related to this issue and a commensurate increase in Clubs being fined as a result.
New guidelines on dealing with allegations of "throwing". The recommendation is now to do nothing during the match but to immediately report suspicious bowling actions to the League after completion of the match. The implication is that there have been a number of instances where matches have been seriously disrupted by ongoing disagreement during play over the legality or otherwise of a particular bowler`s action.
Some interesting rule changes around ball tampering. Bowlers are no longer allowed to use the match ball to warm up by bouncing it to a nearby fielder. From the commencement of the 2011 season this will be penalised by the awarding of 5 penalty runs to the batting side !
The HCL have retained the membership fee at 2010 level and have also frozen the cost of League balls for 2011 as an acknowledgement that the ongoing economic downturn has affected the financial position of all Clubs. The Committee was able to implement these measures due to there being a surplus of approximately £8,000 in the Management Committee accounts - a welcome and generous gesture.
A motion was proposed to alter the start times of C2, C3 and C4 matches from 2.00pm to 1.30pm from May - July and from 1.30pm to 1.00pm for August. Under Management Committee rules a 2/3rds majority is required to carry a motion. 64% of delegates voted in favour which meant that the start time remains unchanged for the 2011 season. I did vote on this motion as I was representing both our League XI`s - anyone wishing to know how I voted is welcome to ask and I will tell them ! I am also prepared to discuss the pro`s and con`s of amending the start time as apparently this issue was also proposed last year but was defeated. I am sure it is likely to be rasied again next year.
In the County divisions a Panel umpire is occasionally appointed. A motion was put forward that if a Panel umpire is present and is prepared to stand at both ends due to one of the Clubs involved not having an umpire then both teams share the umpire costs. This motion was overwhelmingly carried.
A motion proposing the limitation of overs per bowler in delayed start matches (NOT in matches where rain falls after the match has started - some confusion around this) was overwhelmingly carried.
Sway CC proposed a motion whereby Clubs with artificial wickets available could use them in the event of poor weather during the week (effectively meaning that the use of a mix of grass and artificial wickets would be permissible). This motion was comprehensively defeated.
Sway CC also proposed a motion that in the event of a team forfeiting a match, every team that the Club in question has entered in the league should have 20 points deducted to increase the penalty for forfeiting a match. This motion was also soundly rejected.
The meeting closed at 9.30pm.
